Whenever the National Weather Service issues an “Excessive Heat Warning” for Montgomery County and surrounding areas, the Director of the Montgomery County Police Animal Services Division may authorize enforcement of Executive Regulation 5-01, Anti-Cruelty Conditions for Dogs, Section 11-C.
Executive Regulation 5-01 states, “a person must not tether a dog under circumstances that endanger its health, safety, or well-being, including: unattended tethering of a dog during a weather emergency.”
Children, the elderly and pets should not be left unattended in vehicles. Even with windows left partially open, the temperature can rise quickly to unsafe and life-threatening levels. Dogs, frequently left unattended in vehicles, can suffer brain and organ damage after just 15 minutes.
